Wood products are an important export commodity of China. In 2016, it exported 80719 batches with 1.934 billion US dollars, mainly exported to Europe, America, Australia, the Philippines and other countries and regions. Among them, Europe and the United States are the largest export market, with a total of 54292 batches and 1.362 billion US dollars, accounting for 67.26% and 70.42% of the total exports respectively. Since the end of 2016, European and American wood products regulations have been issued intensively, and Chinese wood products export enterprises need to pay attention to it.
First, the United States issued the most stringent new formaldehyde regulations in history. In December 2016, the U.S. Environmental Protection Agency (EPA) issued a final rule to significantly improve the formaldehyde emission standard for composite wood products in the toxic substances control act, which is known as the most stringent formaldehyde emission standard in the composite wood products industry in the world Five provisions, such as the declaration of compliance with the release standard, will be implemented in succession six years after it takes effect on December 12, 2017.
Second, France issued a draft law on the label of volatile pollutants in furniture products. In January 2017, the European Commission issued a decree and order on the emission label of volatile pollutants from furniture products. The formaldehyde emission label of wood panel furniture products became mandatory, and cmr1 (Category 1: carcinogenic, teratogenic and reproductive toxicity) and cmr2 (Category 2)... Were prohibited. The draft came into effect in two stages: the products first sold on the market from January 1, 2020; All furniture products available on the market before 2020 from January 1, 2021.
Third, the European Union updates the ecological label standard of wooden floor. On February 2, 2017, the Commission for the publication of the official journal of the European Union (EU) No. 2017 / 176 issued a decision on January 25, 2017, which is applicable to the flooring made of wood, cork and bamboo. The assessment and verification requirements are valid for six years after the decision is updated, and within two months from the date of updating the European Union ecological label standard for wood flooring, Enterprises can still apply for the EU eco label according to 2010 / 18 / EC. The previous EU eco label granted according to 2010 / 18 / EC can be used before January 25, 2018. The decision requires that the proportion of wood, bamboo and other materials in wood flooring products should not be less than 80% of the final products, and the products should not contain synthetic fibers, high concern substances (SVHC), heavy metals, heavy metals, etc VOC emission and other 15 hazardous substances requirements.
These new regulations in Europe and the United States will bring severe challenges to China's wood products industry, which will not only increase the export cost of export enterprises, but also increase the risk of being returned and recalled. Therefore, Fujian inspection and Quarantine Bureau reminds relevant export enterprises to take precautions in advance, pay attention to relevant information in time, accurately grasp the implementation period and relevant requirements of the new standard, and timely adjust the production process to meet the requirements of the new regulations. Enterprises should consciously enhance the sense of main responsibility, establish and improve the system of purchasing raw and auxiliary materials and entering the factory for verification, and control the source of quality; Establish and improve the quality management system and self inspection and self-control system, implement the delivery inspection of finished products, and ensure that the quality and toxic and harmful control meet the relevant requirements. At the same time, we should actively expand the countries along the belt and road, Southeast Asia and other emerging markets to reduce the risks caused by excessive market concentration.
